Please see the attached business item that I hope to call to the City Commission’s attention at the top of today’s joint City/County meeting. I recognize that today’s agenda is busy, but this is an unusual circumstance that can be handled expeditiously. Yesterday, this office was notified by the CEO of the Gainesville Regional Airport that the above-referenced grant application was approved by the US Department of Transportation – FAA, but that the signature turnaround was a short two-weeks. Due to the occurrence of the Juneteenth and Independence Day holidays, the next regular City Commission meeting is set for July 17, 2025. Therefore, in an attempt to cooperate with the GACRAA, we are taking this unusual action. The attached “agenda item” memo states as follows:
…Title AUTHORIZATION TO EXECUTE GRANT AGREEMENT RELATED TO FAA AIP GRANT 59 FOR THE GAINESVILLE REGIONAL AIRPORT (B)
...Explanation The Gainesville-Alachua County Regional Airport Authority (GACRAA) received an offer from the U.S. Department of Transportation, Federal Aviation Administration (FAA) for FAA AIP Grant No. 3-12-0028-059-2025 in an amount of up to $3,000,000.00 for the completion of the “Construction – Baggage Handling System Phase 2” project at Gainesville Regional Airport. Because the City of Gainesville retains title to the land upon which Gainesville Regional Airport operates, the City of Gainesville, in addition to GACRAA, must formally accept all federal grant offers. Typically, the City Commission is presented with a proposed formal Resolution authorizing acceptance of grants in conjunction with the GACRAA. This grant application was approved and offered in an expeditious manner with a two-week signature deadline. Due to the upcoming Juneteenth and Independence Day holidays, the next scheduled regular meeting of the City Commission is July 17, 2025, beyond the allotted window. Consequently, the recommendation is for the City Commission to provide direction to authorize the Mayor and City Attorney to execute the Grant Agreement and the Clerk to certify said Grant Agreement, and a formal Resolution will follow on the July 17, 2025 City Commission regular meeting agenda.
…Fiscal Note FAA ACGRP grants do not require a local match and the Gainesville Regional Airport implements the proceeds of the grant consistent with all applicable grant assurances as outlined in the Airport CEO’s letter dated June 16, 2025.
…Recommendation The City Commission authorize the Mayor and City Attorney to execute and the City Clerk to certify said Grant Agreement.
