Dear City Commissioners (cc City Manager and City Attorney and Planning)

Since this issue arose some years ago--and more recently championed by one commissioner--property owners including myself have requested that the City perform certain actions before moving the ordinances forward.

There is a valid concern with due diligence given this action is referred to as "first in the nation".

1.  Changes were not requested by the property owners -- city-driven

2.  Notice of proposed changes has not been mailed to all affected parties (single-family property owners).

3.  Adequate data has not been gathered and presented (although requested many times) on a list/map/number of all affected neighbourhoods/property owners to include those in deed-restricted neighbourhoods who can take civil action to prevent such changes.

4. Assessment of the cost of infrastructure and negative effects from such development (roads, sidewalks, utilities, water runoff, loss of tree canopy and greenspace, increased traffic and noise, etc.)

5. One size may not fit all -- implications for property owners who live in traditional neighbourhoods to include RSF-1 with larger lots with currently one single-family home per lot. 

6. Analysis of potential results, costs, and benefits—Will this action result in the stated goal of "creating more affordable housing"? ADUS are currently allowed, but few have been built. Will this result in more rental housing rather than home ownership?

7. Control and oversight over planning and development of all proposals with notice to neighbours (currently little is required)

My concerns arise from three (3) areas:

1. How can the ordinances be written so the result is single-family use only since the intention is home ownership? 

2. What are the permitted uses for the new category? Has a chart been drawn up? It would appear that rentals of all kinds, including short-term, are not excluded.
