Hello my friends, Mr. Mayor, and City Commission. I am Pastor Kevin Thorpe. I am writing with a series of major concerns involving the DT parking garage on the corner of 2nd and 3rd. The garage is physically adjoined to The Palms Condominiums where I have been a happy resident since 2019. The city's recent parking changes are having adverse effects on residents that I'd like to make you aware of. For years, each resident has been given a parking pass that has included the use of all floors of the parking garage. Street parking in front of the complex was free and without restrictions. The first floor of the garage, under your new restrictions, is no longer included in our permit. The first floor is now paid-parking with a 2 hour maximum limit. If you check your records from this past weekend alone, no more than 10 vehicles used this floor, even during game time for the UF - Miami game. I am sure this is not the intent of your recent changes so I wanted to make you aware of it. The main problem for me is this. The first floor of the garage provides an ADA ramp that connects to the first floor of The Palms. The only other direct connection to The Palms is on the third floor, which has a flight of stairs and NO ramp at all. For a resident with ADA needs or a parent of children, using a stroller (like my wife and I) you have to park on an upper floor, go across the floor to a garage elevator, take the elevator down to the first floor of the garage, go across the first floor, and then use the ADA ramp to get to The Palms. The combination of only allowing paid parking on the street (which has always been free) and no longer allowing residents, with permits, to park on the first floor of the garage, is not in the best interest of the city or its residents, in my humble opinion. The fact that, virtually, no one is parking on the first floor makes matters worse. Again, I am sure this was not what the City Commission had in mind when these changes were made. Your receipts from this past weekend's game-time parking payments will support my position. I am also attaching a photograph of the signage at the entrance of the garage to give you an idea of how confusing this all is. I was actually too embarrassed to take separate photos of the empty parking spaces because, again, I'm sure it was not your intent to miss out on the enormous amount of revenue that you are losing. If you look carefully though, you can see the empty spaces in the signage photo. At a minimum, I am recommending that The Palms residents with parking passes be allowed to park on the first floor of the garage. It would also make sense to return the spaces in front of the complex (less than 10) to their former free and unrestricted access. I forgot to mention that the street parking is also adjacent to the only other ADA ramp the accesses The Palms. Thanks in advance for your consideration my friends.
