Thank you for forwarding Ms Quinones concerns to our attention. Our Water Distribution O&M Manager, William Dampier, has reached out by phone to Ms Quinones to address her concerns. He left her a voicemail today and if we do not reach her by phone, we will send an email as well. If you have any additional questions, feel free to reach out.
In summary, GRU would like to apologize for the sand blowing out of the back of our flatbed truck. The tarps are designed to keep debris from exiting the vehicle while traveling to prevent damage to other vehicles or bystanders. We have viewed the photos and noticed the tarp cover is damaged and have taken immediate action to get the vehicle taken off the road and repaired. When the tarp is functioning properly the debris leaving the vehicle should be minimal, however due to the small grit-like material used at this job site, the tarp will not stop all debris from exiting the bed. We have spoken to our drivers and reminded them to check their loads and tarps before getting out on the roads to prevent other damage. Thank you for bringing this to our attention and again we apologize for any inconvenience this may have caused.

As you may know, the City does not have authority over GRU, however you did include one of the GRU Authority members in your email, Mr Haslam, which is good.

I recognize that not having a cover over debris is also a traffic violation - however police officers must observe the violation to cite - which makes reporting that in real time not very likely. Still, if you see one about to travel or in the same place operating for some time, the non-emergency line for police communications is 352-955-1818 to report. If you do, be prepared to provide tag, description, & direction of travel if known.

While my husband and I were coming back into G'ville from an appt....we were confronted with blowing sand.....blowing all over the front of our car and windshield. So much so that rather than continuing to drive in the lane beside the GRU dump truck we dropped back by several extra car lenght's until the dump truck finally turned off in a diff direction.
It is our belief that dump trucks are equipped with a cover to contain things like sand and keep it from blowing onto windshields of other automobiles. Even though this GRU dump truck had a cover it was only 1/2 way in place. Is the expected norm?
